SACRAMENTO, Calif. — Suisin City, California, cannot be held responsible for an incident in which a Black man at an Amtrak station was hit by a homeless man driving a stolen car. The federal court ruled that the city did not proximately cause his injuries. He sued because the city lets homeless people gather at the station and did not erect a barrier between the encampment and the station, allegedly allowing a white homeless man to call the Black man a racial slur, then steal a car, drive it onto the platform and hit him with it.
