SAN DIEGO — A California congressman accuses the state of violating federal election laws by allowing mail-in votes to be received and counted seven days after Election Day. Representative Darrell Issa argues that the late-arriving mail in votes "tend to favor Democratic candidates and provide an unfair electoral advantage for opponents of Republican congressional incumbents." Issa is asking a federal judge to find California's election code unlawful and bar the state from enforcing it.
