City retaliated against council member

EUGENE, Ore. — The city of Corvallis retaliated against one of its city council members after she spoke out at a public meeting about the lack of support for the city’s climate action board, over which she chairs, a federal judge in Oregon ruled. Councilor Charlyn Ellis’s speech was protected by the First Amendment and the two clauses of the city charter under which the city attempted to expel her are facially unconstitutional. Ellis, who was recently reelected to the city council, was awarded $1 in nominal damages.
