SHREVEPORT, La. — To enjoy veterans’ health benefits, a formerly enlisted Navy sailor sought to upgrade his Other Than Honorable discharge, which he received 17 years ago after less than one year in the service for drunkenness, smoking marijuana, being AWOL and insubordination. His brief active service was not otherwise so meritorious as to deserve a discharge upgrade, and he could not show the Navy’s decision was the result of an unjust legal error.
